What is the Direct Vision Standard?
The Direct Vision Standard (DVS) is a mandatory safety permit for all heavy vehicles over 12 tons wishing to operate in the Greater London conurbation.
The purpose of the DVS is to improve road safety for vulnerable road users, such as pedestrians and cyclists.
Transporters and drivers must ensure that their vehicles meet the requirements of the DVS London to gain access to the city.

Consequences of not complying with DVS London
Since March 1, 2021, Transport for London has been enforcing DVS measures.
If transporters and drivers have not fitted their vehicles with a valid star rating or the required safety accessories, they face the following consequences:
- No more access to Greater London
- A fine of £550 for the transport company
- A fine of £130 for the driver
Obtaining a DVS permit.
To receive a DVS permit, a vehicle is classified based on a star score of 1 to 5.
The more direct view the driver has of the surroundings, the higher the star score.

If a truck has a star score higher than 0, you can apply for the DVS permit from Transport for London and comply with DVS London.

Solution for trucks with a score from 0
If a truck has a score of 0, it means that the driver has insufficient direct visibility of the surroundings.
In that case, the vehicle is not eligible for a DVS permit.
To still obtain a permit, vehicles with 0 stars must meet Safe System requirements.
This increases the truck’s star rating and it is still possible to apply for the permit.
The seven requirements of the Safe System
- A Class V mirror on the side of the vehicle
- A Class VI mirror on the front of the vehicle
- Protective bars on the sides of the vehicle, except where it proves impractical or impossible to do so
- Exterior warning decals and markings that alert vulnerable road users to the danger around the vehicle
- A sensor system on the side of the vehicle that alerts the driver to the presence of vulnerable road users
- Audible maneuver warning alerting vulnerable road users as soon as the vehicle turns off
- A fully operational camera system on the side of a vehicle

Almost all trucks already have the mirrors and protection bars named in requirements 1, 2 and 3 of the Safe System.

Validity period of the DVS permit
The validity period of the DVS permit depends on the safety score of your vehicle:
- Vehicles with a score of 0 are licensed until October 2024.
From then on, additional regulations, the Progressive Safe System (PSS), will go into effect. - Vehicles with a safety score of 1 or 2 will be licensed until 2024.
These vehicles are also expected to meet Progressive Safe System requirements from then on. - For vehicles with a score of 3 – 5, the permit is granted for 10 years.
